FOLEY — European Court Documents

Frank Lewis Foley (known as Lew Foley) died in 2009. Harry Foley was his brother. Lew Foley was known as the Lion Man of Cradley Heath because he kept lions in his back garden! Needless to say this led eventually to his falling foul of his local authority. And of course he received no satisfaction from the courts. Ewing obviously took great delight in assisting this frivolous pursuit, as did another vexatious litigant, Peter Hayward, who changed his name legally to Sir Nicholas Lyell (who served as Attorney General from 1992 to 1997).
